Degree Descriptions
Applicants to the Master of Science in Educational Leadership and Administration are typically credentialed P-12 teachers or service providers, other education professionals who hold a California teaching or services credential or individuals seeking to strengthen their capacity as educational leaders. Program coursework may also be applied toward the Preliminary Administrative Services Credential (PASC), allowing students to complete both the M.S. in Educational Leadership and Administration, and the PASC within the same course of study. Program learning outcomes are aligned to standards set by the California Commission on Teacher Credentialing (CTC) and reflect the Department of Educational Leadership’s core values: just, equitable and inclusive education; applying theory to practice; and leadership for meaningful change.
The Master of Science in Higher Education prepares entry-level professionals and career changers for roles that promote student learning and development in college and university settings. Graduates may work in areas such as orientation, housing and residential life, TRIO programs, multicultural and international affairs, financial aid, academic advising, alumni relations and related offices. Program learning outcomes align with the Council for the Advancement of Standards in Higher Education expectations for graduate preparation in student affairs and are organized across five learning domains: leadership; social justice and advocacy; education; assessment and evaluation; and personal and professional development.
The Doctor of Education in Educational Leadership develops educational leaders through three concentrations: P-12 Leadership; Community College Leadership; and a General Educational Leadership option designed for P–20 educators. The P-12 cohort is immersed in and interfaces with preschool through K-12 students and faculty, while the Community College cohort focuses on and interfaces with community college organizations. The fully online General Educational Leadership concentration supports educators and leaders across P-20 contexts and emphasizes applying research and leadership practices to complex, real-world challenges in schools, colleges, districts and community-based educational organizations. Across all concentrations, the inquiry-based, problem-solving curriculum integrates candidates’ professional experiences through discussion, research and fieldwork embedded in their professional settings.

Policies of the Department
Candidates are selected based on demonstrated leadership potential and a clear commitment to improving education, and they complete a rigorous, practice-focused course of study.
Department coursework follows a structured sequence that all students complete in order. Each fall, a new cohort is admitted and moves through the program together as a learning community.
Administrative Services Credentials
The Department of Educational Leadership’s Administrative Services Credential programs are approved by the California Commission on Teacher Credentialing (CTC) and are designed for P–12 educators. The credentials offered include the Preliminary Administrative Services Credential (PASC) and the Clear Administrative Services Credential (CASC).
Please note that Administrative Services Credential coursework/options are available only through the MSEDAD/PASC master’s program and the EdD P–12 Educational Leadership specialization. Because state regulations and program requirements may change, students should contact the department office for the most current information.
Credential Requirements
Credential-eligible students are enrolled in the M.S. in Educational Leadership and Administration or the Ed.D. P–12 Educational Leadership specialization. Please contact the department for additional information.
Applicants to the Preliminary Administrative Services Credential (PASC) must have at least three years of teaching or pupil personnel services experience at the time they enter the program. In limited cases—such as for career changers or under unusual circumstances—the department may consider waiving the one to two years of experience requirement for candidates.
To be recommended for a Certificate of Eligibility or an Administrative Services Credential, students must maintain a minimum 3.0 GPA in all credential-program coursework.
Preliminary Credential (PASC)
The Preliminary Administrative Services Credential requires a total of 24 units of work (which may be incorporated into the master’s degree program or embedded in the P-12 EdD program). Upon receipt of the Preliminary credential, one is eligible for employment as an administrator in California public schools. A master’s degree is required for California State University to recommend a candidate for this credential.
Professional Clear Credential (CASC)
The Clear Administrative Services Credential is required of all California school administrators.
Eligible candidates must hold an accredited Preliminary Administrative Credential (PASC) and must verify employment as an administrator.
Students enrolled in the Ed.D. program may complete the Clear Administrative Credential (CASC) as part of the Ed.D. program.

Courses are designated as EDAD in the class schedule. Students who desire only isolated courses from the M.S. amd Ed.D programs are normally denied admission to such courses.
